46th WORLD GALLERY OF CARTOONS Skopje 2015.
Dear friends cartoonists,
2015
is very important year for OSTEN, as this year we are celebrating the 70-years
anniversary of its establishment (it was established 1st January 1945), while
last 2014 was the 45-years anniversary of the 1st World Gallery of Cartoons (20
August 1969). These are respectful jubilees, but therefore the responsibility
for running OSTEN and
the
World Gallery of Cartoons is huge…
Over the time, OSTEN has
experienced different fortune – from being completely supported by the community
and institutions, to transitional inability for realization of the basic
activities. In that transitional period, from 2005 to 2008 – three editions of
the World Gallery of Cartoons were not held, and that affects with disorder in
the years of its organizing. That is why, the last edition of the World Gallery
of Cartoons, instead of jubilee 45th, it was 42nd World Gallery of
Cartoons – Skopje 2014.
Last
year, 2014, on the occasion of the 45-year anniversary of the World Gallery of
Cartoons, OSTEN made a resolution to organize three thematic digital cartoon
competition, who will fulfill the missed editions and thus will ensure the
continuity of
the
World Gallery of Cartoons.
That was the intention for organizing:

Israeli
caricaturist Kichka, whose friends were murdered in Paris, says we owe them an
immense debt
I am trying to imagine the last seconds in the lives
of my Charlie Hebdo friends and colleagues - Jean Cabut, Georges Wolinski,
Stephane Charbonnier (Charb), Bernard “Tignous” Verlhac, Philippe Honore -
against the barbarians of the Buttes Chaumont neighborhood.
What did they think, a Kalashnikov pointed at their
temple, during the last moments of their lives?
I imagine it went something like this:
Cabu: It's hard to be murdered by idiots!
Wolinski: Go screw yourself, motherfucker!
Charb: Too bad I don’t have time to make a striking front
page!
Tignous: You're even more ugly in reality than in my
drawings.
Honoré: Obscurantists must be drawn in black and white.
I know their hand never shook when they drew a
caricature. They knew that the threats existed but they were not afraid. They
were aware of their role in the drawing battle. If all cartoonists are the foot
soldiers of democracy, Charlie Hebdo was the vanguard. We owe them an
immeasurable debt.
They defended freedom of expression until their last
breath. And they left us as heroes.
After a fire broke out in the paper’s offices in 2011,
the editor, Charb, said: "There is a greater chance of dying in a car
crash than being murdered by an Islamist". This sentence keeps ringing in
my head ever since the attack.
For me, Charlie Hebdo always represented the red line,
that famous line that everyone talks about without being able to define it:
that line that should not be crossed. But Charlie’s editorial cartoonists, by
crossing the line every week, made it more visible and tangible for us. And as
such, they forced me to re-examine my own limitations whenever I put pen to
paper.
They often went too far, but they were also often
right. If drawing is a fight, we must strike hard.
Israeli society is shocked by what happened in Paris.
It is difficult for Israelis to understand the terrorist’s choice of target - a
satirical newspaper - because, unfortunately, we in Israel don’t have such a
paper.
In the eyes of the French people, the attacks on
January 7 are symbolically equivalent to the September 11 attacks in the United
States. Two basic principles prevail in the secular French Republic: freedom of
expression, also one of the principles of the Charter of Human Rights, and the
separation of church and state. In Israel we do not have the same historical
tradition and principles do not have quite the same weight.
The Israeli-Palestinian conflict that has long since
spilled over to the streets of France has been used by some in the media as a
pretext for the worst. At least that's what we thought. But the worst has just
taken place.
The French may have understood once and for all that
the whole of France is targeted. When only Jews were targeted it was presented
as anti-Semitic acts instead of terrorist acts. However, for these
fundamentalist terrorists, all "infidels" deserve to be murdered.
Even looking at the drawings of Charlie Hebdo - which sometimes could be quite
offensive - was a crime to be punished. Exercising freedom of expression and
criticism is to sign, in the terrorists’ eyes, one’s death sentence.
Can these events bring about change? Yes, as long as
we do it intelligently. By "we" I mean France, Europe, the Western
world of which we are a part. This attack was a rude awakening for us all.
This attack will remain forever etched in my
consciousness and so will the drawing of Cabu, Wolinski, Charb, Tignous and
Honoré. And if they could talk to us today from wherever they are, they would
tell us loudly and clearly: "Do not be afraid, continue the fight, we have
no regrets". As a member of Cartooning for Peace, as a draftsman in
non-satirical media, I have to push my own limits a little further. I am aware
of the educational impact of my work. But their work also had its impact with
sharpened pencils and without erasers.

one or two of your art for the festival because of the attack in Paris. In
January 7, 2015, at approximately 11:30CET(10:30UTC), two masked gunmen armed withKalashnikov rifles, ashotgun, and a rocket-propelled
grenade launcherstormed
the headquarters of the Frenchsatirical
newspaperCharlie Hebdoin Paris. They shot and killed 12 people,
includingCharlie Hebdostaff and twoFrench
National police officers, and
wounded 11 others
This festival will
hold I am Charlie Cartoon Festival out of respect for human rights and support
for journalists and cartoonist around the world.

Terms and conditions:
The competition is
open to everybody around the world.
The art work must be
original and not published or exhibited previously.
The work should be
designed and colored digitally.
The artist should sign
the original digital artwork, and number the printed version with pencil before
mailing it to our postal address.
The artwork should be
filed as JPG with a resolution of 300 dpi.
Name, personal details
and contact information (phone, email, country of origin, mailing address) of
the artist should be written behind the artwork.
Artists should enclose
a personal photo and a short biography of themselves.
The artwork should
demonstrate of the subjects mentioned above.
International juries
will select the artwork for competition.
A collection of
artworks will be published to present an artistic view of the principles of
tolerance.
Universal Tolerance
Organization will have the right to publish the artworks in books, and websites
of U.T.O etc.

El Museu Nacional da Imprensa, de Oporto, lanza la campaña Humor sí, odio no Por Francisco Puñal Suárez
Portugal.
El Museu Nacional da Imprensa, que organiza cada año el PortoCartoon, rinde
homenaje a Georges Wolinski y a sus colegas de la revista francesa satírica
'Charlie Hebdo', asesinados.
El
Museu Nacional da Imprensa, con su director al frente, Luis
Humberto Marcos, y todos los trabajadores y colaboradores de ese
importante centro cultural de la ciudad portuguesa de Oporto, están muy
afectados por el atentado criminal realizado contra la revista satírica
francesa Charlie Hebdo, que causó
la muerte a varios de sus caricaturistas y empleados.
Uno de ellos, Georges Wolinski
fue durante varios años presidente del jurado del PortoCartoon, el concurso
internacional que cada año organiza el Museu Nacional da Imprensa, para
promover los valores del humor gráfico y la sátira. Para condenar ese vil
atentado, el Museu prepara diversas actividades.
“Humor sí, odio no” es el
título de la campaña nacional que será organizada para llevar a cabo en
diversas escuelas e institutos del país, en la que se invitará a los alumnos a
reflexionar sobre los temas de la libertad y la tolerancia. Otra iniciativa es
la exposición Charlie-Wolinski que será inaugurada en próximos días en las
instalaciones del Museu, que declaró luto por una semana en memoria de las
víctimas del atentado.
En junio del pasado año
Wolinski había recibido el título de Ciudadano de Honor, de la ciudad de
Oporto, y había inaugurado en las mismas fechas la Casa del Caricaturista,
instalada en el ala este del Museu.
El famoso caricaturista francés
participó en el 2008 en la proclamación de Oporto como capital de la
caricatura, hecha en diez lenguas diferentes, junto a una pieza escultórica de
Siza Vieira. Desde entonces, todos los años se realizan esculturas basadas en
los dibujos premiados en cada edición del PortoCartoon.
La próxima convocatoria de la
edición XVII del PortoCartoon cierra el próximo 13 de febrero y está
inspirada en el Año Internacional de la Luz, proclamada por la ONU. Iluminar
este tema con la luz de la caricatura es uno de los mayores estímulos para los
artistas del humor.
Los caricaturistas podrán concurrir también
en tema libre, y existirán premios especiales a la caricatura
personal, que este año están dedicadas al futbolista portugués Cristiano
Ronaldo, y al escritor norteamericano Ernest Hemingway (1899 – 1961), premio
Nóbel de literatura.

O
crime perpetrado contra o jornal satírico francês Charlie Hedbo colocou
na ordem do dia junto ao grande público uma discussão que tem tido lugar em
círculos especializados. Qual o papel do cartoon editorial nas democracias
modernas, cujas leis de liberdade de expressão permitem um qualquer grau de
negociação entre o que se entenderá por "aceitável" e
"pertinente", por um lado, e "exagerado" e
"ofensivo", por outro. Se se acreditar numa tal categorização, porém,
há que compreender que ambas pertencem a uma longa tradição de trabalhos, e com
particular presença na cultura francesa. A questão desta liberdade vai embater
noutras questões, como os posicionamentos ideológicos, os ditos limites da
imprensa, a censura prévia e as decisões judiciais, assim como a conjuntura
actual a nível mundial cujas fricções são vistas por alguns como um
"choque de civilizações". Não é difícil começar uma discussão sem
tropeçar em controvérsias ou mesmo afirmações elas mesmas insustentadas, já que
tudo isto implica emoções, limites ao nosso conhecimento, posicionamentos extremados,
etc.
A
comunidade de artistas de banda desenhada, ilustração e cartoon editorial,
assim como investigadores e críticos da área têm multiplicado a sua expressão
de solidariedade, assombro e até mesmo incompreensão nos mais variados canais
de comunicação. Alguns dos seus membros não sabem bem como começar a articular
o que pensam e sentem, mas sentem também a urgência em fazer algo mais. Esta é
uma oportunidade, entre outras, de dialogar.

Macau Daily Times - What was your first reaction to the cold-blooded assassination of your
colleagues at French satirical magazine Charlie Hebdo?
Rodrigo de Matos (RM) - Sadly, my first reaction contained everything but surprise, which says a lot about the world we live in. I was very sad knowing that we won’t be seeing new stuff from those cartoonists, whose work I appreciated very much, especially Wolinski’s.

at anyone — be they popes, presidents, public figures or the Prophet Muhammad.
Do you believe theirs was a good approach?
RM - Yes, of course. That’s what freedom of speech is about. Agreeing or not with their point of view, to say that they were wrong by expressing it would be the same as agreeing with the savage people who killed them.

MDT - In your work as
a cartoonist, what are the limits you set for yourself? Or are there no limits
for satire?
RM - There shouldn’t be any limits for satire, beyond those of realizing if our idea is a good or a bad joke. The reasons why something might be offensive for someone are so personal – you can always find someone offended by virtually every joke – that if we start thinking on those terms, there’s a risk of killing all the humor in the world. And what world would that be?

MDT – Cartoonists
have become a target for the extremists. Would you say that those radicals
suffer from fear of laughter?
RM - They suffer from religionitis (when religion becomes an illness). That disease spreads easily in less intelligent or educated brains, transforming the infected subjects with deadly instruments for some radical groups with very unholy agendas.

happened, do you still believe that pens are mightier than swords?
RM – When you look at the people that die or are imprisoned for drawing cartoons, it’s difficult to say that pens are mightier than swords, but these incidents have the ironic effect of awakening the minds to fight against injustice. Ideas and free speech might not be stronger than guns, but they will prevail for sure.
